• Creates a new Office of the Chief Procurement Officer within the Department of Finance to centralize state government procurement, replacing the previous Division of Purchasing.

• Establishes comprehensive procurement procedures including competitive sealed bidding, competitive sealed proposals, small purchase procedures, sole source procurement, emergency procurement, and special procurement methods.

• Removes state trade schools, junior colleges, colleges, and universities under the Alabama Community College System from coverage under the public bid law in Article 3 of Chapter 16 of Title 40.

• Authorizes the Chief Procurement Officer to maintain a statewide database of all requests for proposals for public contracts and to oversee compliance with procurement regulations across state agencies.

• Becomes effective October 1, 2022, replacing and modernizing Alabama's state procurement laws with updated standards for fair competition, transparency, and value in public purchasing.
