SB9 Summary

• Amends Sections 16-13-231 and 16-13-232 of the Alabama Code to add "student growth" as an allowable cost in the Foundation Program Fund for public schools.

• Student growth allowance is calculated by multiplying combined allowances (teachers' salaries, fringe benefits, classroom instructional support, and other current expense) by the net year-over-year growth in average daily membership for non-virtual students over two preceding school years.

• For fiscal year 2022, student growth funding is provided net of amounts already received under the preexisting Current Units allotment; from fiscal year 2023 onward, 100% of student growth is funded.

• Virtual student growth is funded separately at a rate determined by the State Department of Education based on average costs to districts for educating full-time virtual students, beginning in fiscal year 2022.

• Effective date is the first day of the third month following passage and approval by the Governor.
