Designates the bridge over Nances Creek on US-278 in Calhoun County as the Randall A. Estes Memorial Bridge.

Recognizes Randall A. Estes' 50+ year career with the Alabama Highway Department beginning in October 1954, including work in construction, bridge design, maintenance management, and roles as bureau chief and division engineer until his February 2008 retirement.

Credits Estes with training approximately 10,000 city, county, state, federal and private industry employees during his 24 years with the Maintenance Bureau, establishing standards for bridge safety inspection across Alabama's nearly 16,000 bridges.

Requests the Department of Transportation to determine the cost of fabricating and erecting appropriate signs or markers for the memorial designation, to be funded from non-state sources.
