Commemorates the death of Mr. Lamar P. Higgins, Vice President Pro Tempore of Troy University's Board of Trustees, who died on April 15, 2021, at age 61.

Recognizes Higgins as a native of Marbury, Alabama, who served 25 years on Troy University's Board of Trustees and was the university's first black Student Government Association President and first black Trustee, appointed in 1996.

Highlights his 26-year career as a partner at Fine Geddie and Associates lobbying firm and his significant roles in state government, including Assistant Director of the Alabama Department of Economic and Community Affairs overseeing 11 divisions.

Notes his contributions to establishing the Rosa Parks Museum, John Robert Lewis Leadership Conference, and African American Leadership Conference, as well as his service to the U.S. Space and Rocket Center in Huntsville.

Records his death with deep sadness and extends heartfelt sympathy to his family on behalf of the Alabama Legislature.
