Encourages the Alabama Department of Finance and Division of Construction Management to review the benefits of Portland Limestone Cement and adopt standards to incentivize its use in state building projects.

Portland Limestone Cement consists of up to 15 percent limestone and produces fewer carbon dioxide emissions than traditional cement production.

Emphasizes application to projects funded by the Public School and College Authority.

Sets target date of October 1, 2022, for implementation of the resolution's objectives.

Notes that Alabama is the fifth largest cement-producing state and has responsibility to incentivize environmentally beneficial products, particularly for publicly funded projects subject to federal emission reduction priorities.
