Designates seven House bills as special, paramount, and continuing order of business for the twenty-fifth Legislative day with priority over all other matters.

HB538: Revises absentee ballot procedures, including timeframe for applications to vote absentee (Secs. 17-11-3, 17-11-10, 17-11-18).

HB285: Prohibits electronic voting machine operation outside designated voting place buildings and bars taking ballots into or out of voting places (Sec. 17-6-4).

HB167: Extends voting fraud penalties to include elections held outside the state and addresses voting more than once (Secs. 17-13-24, 17-17-36).

HB116, HB154, HB388, and HB312: Address post-election audits, campaign finance electronic filing, election implementation timelines (six-month minimum before general elections), and precinct election official flexibility in county service.
