Designates SB320 and SB319 as special, paramount, and continuing order of business for the twentieth Legislative day only, taking precedence over all other matters.

SB320 addresses lottery legislative intent, including powers and duties of the Alabama Lottery Commission, distribution of proceeds, allocation of state and local tax on gaming revenue, limitations on lottery ticket retailers, and the Alabama Lottery Act.

SB319 establishes lottery authorization and creates the Alabama Lottery Corporation with a Lottery Trust Fund, levying state and local tax on gaming gross revenue from video lottery terminals.
