• Authorizes the Alabama Corrections Institution Finance Authority to issue up to $785 million in bonds for prison modernization using a phased approach to replace aging facilities averaging 44 years old.

• Phase 1 funds construction of a specialized men's prison facility in Elmore County (4,000 beds with enhanced medical/mental health services) and a men's prison facility in Escambia County (4,000 beds), requiring closure of Hamilton Aged and Infirmed Center, Staton, Elmore, Kilby, and St. Clair facilities within one year of completion.

• Phase 2 (upon 60% completion of Phase 1) funds construction of a women's prison facility in Elmore County (1,000 beds) requiring Julia Tutwiler Prison closure, plus renovation/reconstruction of facilities in Jefferson, Limestone, Barbour, and Bullock Counties.
