Authorizes city and county boards of education to purchase goods or services for the Child Nutrition Program without competitive bidding during emergencies affecting public health or safety, upon recommendation by the State Superintendent of Education and approval by the Department of Examiners of Public Accounts.

Extends the same emergency procurement exemption to any public educational entity providing meals under the Child Nutrition Program, subject to state oversight and approval.

Limits emergency purchases to 60 days, after which boards must enter into contractual agreements complying with competitive bidding laws.

Requires the State Superintendent's recommendation to specify the facts regarding the emergency's basis and nature, and the geographical region or area affected.

Mandates that boards maintain accurate, fully itemized records of all expenditures made under this authority and should comply with bidding requirements when practicable.
