• Establishes an early voting process for general and special elections (excluding municipal elections) beginning with the November 2022 election cycle.

• Early voting period runs from Saturday 17 days before election day through Saturday 3 days before election day, with polls open at least 4 continuous hours between 7:00 a.m. and 8:00 p.m. on weekdays (with at least two days until 8:00 p.m.) and 10:00 a.m. to 7:00 p.m. on Saturdays.

• Requires each county to operate at least one early voting center per 100,000 residents, located in courthouse buildings, government buildings, or existing polling places; for special elections, counties may reduce center numbers by majority vote.

• Each early voting center must have at least two voting machines and be staffed with one inspector and three clerks appointed 15-20 days before early voting begins.
