Creates the Police Funding Protection Act prohibiting counties and municipalities from reducing law enforcement agency operating budgets by more than 20 percent in a 10-year period.

Allows budget reductions exceeding 20 percent only if the governing body demonstrates by clear and convincing evidence that the reduction was fiscally appropriate due to decreased revenues.

Requires the Attorney General to certify whether a county or municipality has violated the 20 percent reduction limit.

Directs the state Comptroller to withhold state revenue distributions to violating jurisdictions and place funds in a special state treasury account until Attorney General certifies funding restoration.

Prohibits jurisdictions from using revenue withholding as justification for further reductions in law enforcement resources; effective the first day of the third month following passage and approval.
