• Appropriates $76,591,969 from the Education Trust Fund Advancement and Technology Fund to Alabama public institutions of higher education for fiscal year ending September 30, 2022, distributed among 16 universities and the Alabama Community College System.

• Appropriates $205,722,699 to the Department of Education, Alabama Institute for Deaf and Blind, Board of Youth Services School Districts, Alabama School of Fine Arts, and Alabama School of Math and Science for distribution to local school boards and educational entities statewide.

• Requires prior approval from the State Superintendent of Education before expenditure of Department of Education funds.

• Allocates $2,000,000 of the appropriation to Ed Farm Classroom of Tomorrow for technology tools and professional development services to classroom teachers; requires a report to the legislature by October 1, 2023.

• Permits unexpended funds to carry forward into subsequent fiscal years rather than reverting to the general fund; becomes effective immediately upon Governor's approval.
