Allow students whose parents are on active military duty and transferring to a military installation in Alabama to register remotely for public K-12 schools before arriving in the state.

Require parents or guardians to provide a copy of official military transfer orders upon request by the local board of education.

Defer proof of residency requirement until the student physically arrives in Alabama, at which point residency documentation must be provided before attendance begins.

Guarantee that military students registering in advance receive the same school assignment options, course selections, and sporting activity opportunities as resident students.

Effective date is the first day of the third month following passage and approval by the Governor.
