• Prohibits performing gender-affirming medical procedures on minors, including puberty blockers, cross-sex hormones, and surgeries that sterilize or artificially construct genitalia.

• Exempts procedures undertaken to treat minors born with a medically verifiable disorder of sex development, including those with ambiguous external sex characteristics or diagnosed chromosomal or hormonal abnormalities.

• Requires school personnel to disclose to parents information about a minor's perception that their gender or sex is inconsistent with their biological sex, and prohibits encouraging minors to withhold such information from parents.

• Establishes violation of the medical procedure prohibition as a Class C felony.

• Becomes effective 30 days after passage and approval by the Governor, with an exclusion from Amendment 621 requirements because the bill defines a new crime.
