• Amends Section 16-53-4 of the Alabama Code to authorize the Board of Trustees of The University of West Alabama to conduct meetings by telephone, video conference, or similar electronic communications equipment.

• Requires at least one board member to be physically present at the noticed meeting location, and a majority of a quorum must be physically present to conduct business or deliberation.

• Electronic participation counts as physical presence for all purposes, including establishing a quorum.

• Public must have simultaneous opportunity to listen to or observe meetings conducted via electronic communications equipment.

• All electronic meetings must comply with the Alabama Open Meetings Act, with notice provided according to that Act's requirements.
