Authorizes communication districts in Limestone County to contract and cooperate with emergency communication districts serving adjacent counties in Tennessee for provision of emergency communication services, including dispatch services.

Permits Limestone County communication districts to contract with Tennessee public safety agencies and political subdivisions providing fire fighting, rescue, disaster response, law enforcement, or emergency medical services for emergency communications assistance.

Grants communication district officers and employees performing authorized activities the same rights, privileges, exceptions, and immunities as county governmental employees in Limestone County.

Makes these provisions cumulative and supplemental to all existing powers and authority granted to communication districts, counties, and municipalities under other law.

Takes effect immediately upon passage and approval by the Governor or upon becoming law.
