Remove vaginal birth after cesarean (VBAC) from the list of prohibited obstetric procedures that licensed midwives may not perform.

Amend Section 34-19-14, Code of Alabama 1975, to allow licensed midwives to administer VBAC deliveries within their scope of practice.

Retain all other existing restrictions on midwife practices, including prohibition of epidurals, narcotic analgesia, forceps/vacuum extraction, abortion, cesarean sections, labor induction, and anesthetics.

Maintain existing prohibitions on multiple pregnancy deliveries and non-cephalic presentations at labor onset.

Effective on the first day of the third month following passage and gubernatorial approval.
