HB194 Summary

• Prohibits state and local election officials and their employees from soliciting, accepting, or using donations of money, grants, property, or personal services from individuals or nongovernmental entities for election-related expenses, voter education, voter outreach, or voter registration programs.

• Defines "election-related expenses" to include payments and salaries for election officials and poll workers; equipment, ballots, printing, mailing, and transportation costs; signage and media production; and training lectures and educational seminars for election staff.

• Allows two exceptions: temporary donation of space for polling places, and donations of public health items during a proclaimed state public health emergency if the Governor publishes notice on the Governor's website and transmits it to media in each county 10-21 days before distribution.

• Establishes violation of this prohibition as a Class B misdemeanor.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
