Prohibits state and local law enforcement agencies from using artificial intelligence or facial recognition for ongoing surveillance, real-time identification, or persistent tracking except under warrant, exigent circumstances, or court order for locating missing or deceased persons.

Prohibits results of artificial intelligence or facial recognition from being the sole basis for establishing probable cause or making an arrest; such results may only be used in conjunction with other lawfully obtained information and evidence.

Prohibits law enforcement from using artificial intelligence or facial recognition to identify individuals based on sketches or manually produced images.

Defines key terms including artificial intelligence, facial recognition service, law enforcement agency, and law enforcement officer certified by the Alabama Peace Officers' Standards and Training Commission.

Becomes effective on the first day of the third month following passage and approval by the Governor.
