Designates January 22nd of each year as "Day of Tears" in Alabama to commemorate the January 22, 1973 U.S. Supreme Court ruling that established a constitutional right to abortion.

Requires all state, county, and local government offices to lower their national and state flags to half-staff on this day to mourn those lost to abortion.

Encourages Alabama residents to voluntarily lower their flags to half-staff on the designated day.

Cites Alabama's constitutional Amendment 930 affirming the state's public policy recognizing the sanctity of unborn life and stating the state constitution does not protect abortion rights or require abortion funding.

Becomes effective immediately upon passage and approval by the Governor.
