HB205 Summary

• Amends Alabama Code Section 40-12-395 to allow new and used motor vehicle dealers to conduct off-site sales under specified conditions without obtaining supplemental licenses for each location.

• Limits off-site sales events to a maximum of 3 per dealer per license year, with each sale not exceeding 10 consecutive calendar days, and restricts locations to the dealer's area of responsibility (for new vehicles) or the same county/city as the permanent location (for used vehicles).

• Requires facilitators to obtain a master off-site sale license for $25 and dealers to obtain individual off-site sale licenses for $25 each, with applications submitted at least 10 calendar days before the sale.

• Exempts vehicle deliveries to customer homes or businesses, advertising displays at malls or auto shows, wholesale sales between dealers, and retail sales at licensed auction company locations from off-site license requirements.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
