• Revises distribution of general sales and use tax proceeds in Elmore County portions of Prattville from 50-50 split to equal distribution, removing the 10 percent special fund allocations for each entity.

• Requires Elmore County Commission to distribute 50 percent of existing special fund balance to City of Prattville within 60 days and allows county to use remaining 50 percent for capital improvements with notice to Prattville City Council.

• Abolishes special improvement funds in both Elmore County and City of Prattville general funds by October 31, 2024, with any unexpended funds split 50-50 between the city and county.

• Authorizes Elmore County Commission to remit the City of Prattville's share of lodging tax proceeds (33 percent of remaining funds) within 30 days for economic development purposes, without requiring a usage agreement with the county.

• Becomes effective on the first day of the first month following passage and approval by the Governor.
