Allows any qualified Alabama elector to vote by absentee ballot without providing an excuse or reason.

Removes the requirement to meet specific criteria (such as being out of the county, having a physical illness, working specific hours, or being a student) to obtain an absentee ballot.

Permits absentee voting by mail, hand delivery in person, or commercial carrier as determined by Secretary of State rules.

Requires absentee ballot applications by mail to be received at least seven days prior to election; hand-delivered applications must be received at least five days prior.

Becomes effective on the first day of the third month following passage and approval by the Governor.
