Requires each Alabama county to designate and provide at least one early voting center where registered voters may vote during the one-week period immediately preceding election day.

Early voting centers must be open between 4 to 6 days during the week before election day, with hours of 9:00 a.m. to 5:00 p.m. on weekdays and Saturdays, and 1:00 p.m. to 5:00 p.m. on Sundays.

County governing bodies have sole authority to configure boundaries and determine which specific days early voting centers operate, provided the minimum and maximum day requirements are met.

Clarifies that the act does not impair or affect the powers and duties of boards of registrars, judges of probate, and other election officials, nor does it affect election day voting procedures and requirements.

Directs the Secretary of State to adopt rules for implementation and administration of early voting; act becomes effective on the first day of the third month following passage and approval by the Governor.
