• Amends Section 13A-6-21, Code of Alabama 1975, to add a new subsection (8) to the crime of assault in the second degree, making it a Class C felony to intentionally cause physical injury to a Department of Human Resources employee or any employee performing social work during or as a result of performing their duty.

• Defines "utility worker" for purposes of the statute as any person employed by an entity that owns, operates, leases, or controls facilities for generation, transmission, or distribution of electricity, natural gas, water, steam, sewage, or telephone service.

• Excludes the bill from constitutional requirements under Amendment 621 of the Alabama Constitution because it defines a new crime or amends the definition of an existing crime.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
