• Amends Section 33-1-16 of the Code of Alabama 1975 to authorize the Alabama Port Authority to acquire, construct, and operate intermodal and multi-modal transfer facilities at seaports and other locations within the state that promote harbors, seaports, and riverports.

• Expands the port authority's powers to include building intermodal and multi-modal transfer facilities alongside existing terminal railroad infrastructure, sidings, switches, bridges, and trestles.

• Amends Section 33-1-31 to authorize the port authority to formulate and promulgate rules and regulations for operation of seaports, harbors, and intermodal or multi-modal transfer facilities, with violations classified as Class A misdemeanors punishable by fines up to $5,000 and imprisonment up to one year.

• Amends Section 33-2-180 to revise the definition of "dock facilities" to include assets related to intermodal or multi-modal transfer facilities owned or operated by the port authority.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
