• Proposes a constitutional amendment to authorize the state, counties, and municipalities to grant federal award funds or other state-designated funding sources to public or private entities for broadband infrastructure development and expansion.

• Requires that any grants from a county or municipality to a private entity must be approved at a public meeting held by the appropriate county or municipality.

• Amendment becomes effective upon ratification by a majority of qualified electors voting thereon and contingent upon ratification of the Constitution of Alabama of 2022.
