Increases the daily salary for each board of registrar from $80 to $100 per day for each day's attendance at board business.

State Comptroller issues monthly payments to county commissions sufficient to cover registrar salaries plus employer share of Social Security and Federal Insurance Contributions Act taxes.

Registrars receive mileage allowance equal to the greater of state employee or county employee rates for official travel and continuing education programs.

County commissions with 600,000 or more inhabitants may maintain separate travel mileage provisions under existing local law.

Allows county commissions to provide health insurance to board chairs or members with at least 16 years of service on same terms as county employees; act becomes effective on the first day of the third month following passage and approval.
