• Appropriates $76,591,969 from the Education Trust Fund Advancement and Technology Fund to public institutions of higher education for fiscal year ending September 30, 2022, distributed among 14 universities and the Alabama Community College System.

• Appropriates $205,722,699 to the Department of Education, Alabama Institute for Deaf and Blind, Board of Youth Services School Districts, Alabama School of Fine Arts, and Alabama School of Math and Science for distribution to local school boards and educational entities across Alabama.

• Allocates $1,835,441 for teacher professional development to be distributed through the Ed Farm Classroom of Tomorrow program to provide technology tools and professional development services to classroom teachers.

• Requires the State Superintendent of Education to provide prior approval for expenditure of Department of Education funds and to submit a report on the Ed Farm initiative to legislative committees by October 1, 2023.

• Allows unexpended funds to carry forward into subsequent fiscal years rather than reverting to the state; takes effect immediately upon Governor's approval.
