Requires each state, county, and municipal courthouse, shopping mall, and business establishment within a shopping mall to have at least one functional security camera operating at all times.

Security cameras must have audio and video features and continuously record footage of the primary entrance of the courthouse, shopping mall, or business establishment.

All video and audio recordings must be stored and maintained for a minimum of 60 days after the date of recording.

Defines "shopping mall" as any building housing five or more sales or rental establishments, or connected series of buildings on a common site with common ownership/control, housing five or more such establishments.

Requires a two-thirds legislative vote to take effect for local entities, or must be approved by the local entity or funded by the Legislature, due to constitutionally mandated local fund expenditure restrictions.
