HB3 Summary

• Amends Section 31-9-3 of the Alabama Code to clarify that emergency management personnel provide public safety services.

• Expands the definition of "emergency management" to explicitly include public safety services such as fire-fighting, police services, medical and health services, rescue operations, and communications.

• Reorganizes and renumbers the definitions section, changing "State Public Health Emergency" from subsection (4) to (5) and "State of Emergency" from (5) to (4).

• Adds a new definition for "State Technological Emergency" covering emergencies caused by technological failures or accidents including explosions, transportation accidents, radiological accidents, and chemical or hazardous material incidents.

• Becomes effective on the first day of the third month following passage and approval by the Governor; passed by the House on February 10, 2022 and the Senate on March 15, 2022.
