• Amends Section 45-2-231.90 to increase the service of process fee in Baldwin County from $20 to $30 per document for both criminal and civil court proceedings.

• Court officials retain $3 per fee (increased from $2) for the circuit clerk's fund for office operations and juror mileage reimbursement, with remaining fees deposited into the Sheriff's Service of Process Serving Fund.

• Authorizes the Baldwin County Sheriff to contract with private, public, or governmental entities for service of process purposes (except arrest warrants).

• Expands the use of fund proceeds from law enforcement purposes to any lawful purpose relating to sheriff office operations, including jail operations, facilities maintenance, equipment purchases, personnel costs, and law enforcement enhancements.

• Establishes that accumulated funds do not revert to the county general fund at fiscal year end; becomes effective on the first day of the third month following passage.
