Amends Section 16-50-26 of the Alabama Code to allow the Board of Trustees of Alabama State University to conduct meetings by telephone, video conference, or similar electronic communications equipment.

Permits board members to participate remotely and count such participation as physical presence for all purposes, except that a majority quorum is not required to be physically present at the noticed meeting location.

Requires all electronic meetings to comply with the Alabama Open Meetings Act and mandates that public members have the opportunity to simultaneously listen to or observe meetings.

Exempts emergency meetings from standard notice requirements; all other board meetings must provide notice in accordance with the Alabama Open Meetings Act.

Becomes effective on the first day of the third month following passage and approval by the Governor.
