Amends Section 17-7-21 of the Alabama Code to add a new requirement that electronic vote counting systems cannot be capable of connecting to the Internet or cell phone networks and cannot possess modem technology.

Allows county and municipal governing bodies to adopt electronic vote counting systems by resolution, provided the systems meet 13 specified construction and operational requirements.

Requires electronic vote counting systems to permit secret voting, allow voting for all entitled candidates and offices, count votes accurately, and produce printed precinct totals.

Becomes effective immediately upon passage and approval by the Governor or upon otherwise becoming law.
