Amends Section 17-7-23 of the Alabama Code to require any approved electronic vote counting system to use a paper ballot that is marked and inspected by the voter before the vote is cast and counted.

Defines "paper ballot" as a ballot marked by the voter by hand or by a disability accessible ballot marking device.

Establishes that approved electronic vote counting systems must meet two requirements: (1) certification by an authorized independent testing authority as meeting Federal Election Commission standards, and (2) use of a paper ballot available for voter inspection and verification.

Makes technical and nonsubstantive revisions to reorganize and update existing code language regarding the Alabama Electronic Voting Committee's examination and certification procedures.

Takes effect immediately upon passage and approval by the Governor, or upon otherwise becoming law.
