Proposes a constitutional amendment to allow members of Jefferson County Commission, municipal governing bodies within Jefferson County, and their boards/commissions to participate in meetings by telephone conference, video conference, or similar electronic communications equipment.

Applies to the Jefferson County Commission, any municipality entirely within Jefferson County, any board or commission that is an instrumentality of the county or municipality, and committees or subcommittees of these entities.

Requires that notice of electronically-held meetings be provided as required by law and that each entity establish procedures for electronic participation in compliance with the amendment.

Directs the Code Commissioner to number and place the amendment appropriately in the constitution with authority to correct grammar, spelling, punctuation, and cross-references.

Election on the proposed amendment shall be held in accordance with Section 284.01 of the Alabama Constitution and state election laws, with ballot language describing the measure as relating to Jefferson County electronic meeting participation.
