• Amends Alabama Code Sections 35-8B-1 and 35-8B-2 to create an additional class of community development district designated as subsection (s) with specific geographic and facility requirements.

• Establishes new district type (s) for private residential developments in dry counties with wet municipalities, requiring at least 250 contiguous acres, 100+ residential sites, private streets, 18-hole golf course, restaurant with 50+ seat capacity, and 200+ paid memberships at $500 minimum.

• Authorizes sale and distribution of alcoholic beverages including draft and keg beer by Alcoholic Beverage Control Board licensees in the new district type, exempting it from Section 35-8B-3 restrictions on alcoholic beverage sales.

• Sets filing fees for new district establishment at $1,000 payable to the municipality or county (whichever has largest area of district) plus $350 annual fee to probate judge; districts formed under other subsections pay $500 one-time fee.

• Becomes effective immediately upon passage and approval by the Governor.
