Requires all criminal justice agencies, including college and university campus police departments, to submit annual reports by April 1st to the Alabama Criminal Justice Information Center (ACJIC) containing the number of sexually-oriented criminal offenses reported, sexual assault cases submitted for forensic analysis, and reported sexual assault cases closed due to judicial or investigative reasons.

Mandates criminal justice agencies provide written notification to ACJIC if they have no sexually-oriented criminal offenses or newly reported sexual assault evidence during the reporting period.

Requires the Alabama Department of Forensic Sciences to report by April 1st the number of sexual assault cases completed in the prior calendar year and the number backlogged as of December 31.

Directs ACJIC to transmit a summary report by May 1st to the House and Senate Judiciary Committee Chairs, including the names and contact information of agencies and crime laboratories that failed to report required information.

Becomes effective on the first day of the third month following passage and approval by the Governor.
