Expands statute of limitations for civil actions involving sex offenses from 6 years to 36 years after a minor victim reaches age 19 or is no longer insane, for injuries arising from sex offenses as defined in Section 15-20A-5.

Applies retroactively to sex offenses that occurred before the bill's effective date, regardless of the statute of limitations in effect when the abuse occurred.

Creates a 2-year window for individuals previously time-barred from filing civil actions for sex offense damages to file suit following the bill's effective date.

Maintains existing provisions that when multiple disabilities coexist when a claim accrues, the limitation period does not begin until all disabilities are removed.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
