• Amends Section 17-9-10 of the Alabama Code to establish procedures for electors who have changed their domicile but not updated their voter registration before an election.

• Allows electors whose current domicile is within the same voting place as their registered domicile to cast a regular ballot after updating their voter registration form with an election official.

• Requires election officials to direct electors whose current domicile is in a different voting place (but same county) to their correct voting place and provide a pass to minimize wait time.

• Permits electors to cast a provisional ballot at the correct voting place, which updates their voter registration effective immediately and must be included in final certified election returns.

• Allows electors directed to another voting place to cast a provisional ballot at their registered voting place if they assert eligibility, with election inspectors able to file a challenge statement under penalty of perjury.

• Becomes effective on the first day of the third month following passage and gubernatorial approval.
