• Exempts homeless children and youth from driver's license fees, including issuance fees, examination fees, duplicate license fees, and additional veterans fund fees, if verified by a designated school staff member as meeting federal "homeless child or youth" definition under 42 U.S.C. § 11434(a)(2).

• Requires the local educational agency liaison for homeless children and youth (rather than attendance officers) to verify and document a student's homeless status on forms approved by the Department of Education for presentation to the Department of Public Safety.

• Maintains existing fee exemptions for other "qualified students" (those meeting educational requirements for driver's license eligibility) including $20 issuance fee, $5 examination fee, $15 duplicate fee, and $0.50 veterans fund fee.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
