Establishes the "Every Mother Matters Act" and creates the Pregnancy Launch Program to provide free services to pregnant women, biological parents, and parents of children under two years old, including healthy pregnancy services, care plan coordination, and referrals to public and private resources.

Requires physicians to verify that women have received a free "resource access assistance offer" through a toll-free number staffed by support professionals before performing an abortion, effective 18 months after the act becomes law.

Prohibits contracting agencies and care agents from being abortion providers, employing abortion providers, or taking any action that promotes or assists women in obtaining abortions.

Establishes civil penalties of $5,000 per abortion for physicians who fail to verify women received the resource access assistance offer, with the department authorized to audit medical records and revoke licenses of non-compliant abortion providers.

Specifies that women are not required to provide personal information or accept services to obtain an abortion, and all services are provided at state expense at no cost to the woman.
