• Requires Alabama State Law Enforcement Agency, judges of probate, and license commissioners to collect voter registration information as an integral part of every driver's license or nondriver identification card application, renewal, or update.

• Applicants may opt-out of voter registration through a signed statement, but otherwise information is automatically submitted to the Secretary of State within five days for processing by county boards of registrars.

• Collected information includes full name, date of birth, residential address, signature, telephone number, last four digits of Social Security number, and applicant's attestation of voter eligibility including U.S. citizenship.

• Applications for voter registration submitted through this process update previous registrations and authorize cancellation of registrations in other counties or states; address changes submitted for license updates serve as change-of-address notices for voter registration.

• Information obtained is not a public record, unsigned applications must be retained for at least four years, and license issuing officials are not responsible for determining voter eligibility; the act becomes effective on the first day of the third month following passage.
