HB429 Summary

• State Board of Education must establish a comprehensive plan to phase in auxiliary teachers in public K-3 schools to partner with certificated classroom teachers in daily care and instruction.

• Auxiliary teachers must have a Child Development Associate credential or equivalent of 9 hours of coursework in childhood development approved by the State Board.

• Beginning 2023-2024, auxiliary teachers will be employed in schools where 75 percent or more of students score at or below level 1 proficiency on the Alabama Comprehensive Assessment Program.

• Beginning 2024-2025, the plan phases in auxiliary teachers for remaining public K-3 schools statewide, with preference to schools with high percentages of students scoring below level 1 proficiency.

• All public schools providing K-3 instruction must employ auxiliary teachers by July 1, 2030; funding is contingent on available Education Trust Fund revenue and legislative appropriation.
