Proposes a constitutional amendment to allow mayors of municipalities in Franklin County that participate in the Employees' Retirement System of Alabama to join the system on the same terms as other employees.

Permits mayors holding office at the time of ratification to purchase service credit for time already served in their current office.

Prohibits individuals from participating in both a supernumerary program and the Employees' Retirement System based on the same service.

Amendment becomes effective upon ratification and contingent upon ratification of the Constitution of Alabama of 2022.
