• Creates a new crime of theft of a catalytic converter, making it illegal to knowingly obtain, exert unauthorized control over, or receive a stolen catalytic converter belonging to another.

• Establishes that receiving, retaining, or disposing of a stolen catalytic converter with knowledge it was stolen (or reasonable grounds to believe it was stolen) constitutes the crime, unless done with intent to restore it to the owner.
