Proposes a constitutional amendment allowing mayors of municipalities in Dallas County to participate in the Employees' Retirement System of Alabama on the same terms as other employees.

Permits mayors holding office at the time of ratification to purchase service credit for their time served in the current office.

Prohibits any person from participating in both a supernumerary program and the Employees' Retirement System based on the same service.

Requires an election to be held in accordance with Alabama Constitution Section 284.01 and state election laws to ratify the amendment.
