Amends Section 32-10-1 of the Alabama Code to expand authority over disabled vehicle removal from roadways to include any state or local law enforcement officer, not just Department of Transportation employees and Alabama State Law Enforcement Agency personnel.

Authorizes law enforcement officers to move disabled vehicles, require drivers to move them, or assist in moving them when the vehicle is disabled from an accident and creates a traffic hazard or obstructs traffic.

Provides immunity from civil liability to any state or local law enforcement officer exercising authority under this section for damages caused by moving a vehicle.

Extends immunity protections that apply to Department of Transportation employees under Section 36-1-12 to all state and local law enforcement officers making claims related to vehicle removal authority.

Becomes effective on the first day of the third month following passage and approval by the Governor.
