HB 59 Summary

• Adds Juneteenth (June 19) as an official state holiday in Alabama under Section 1-3-8, Code of Alabama 1975.

• Reorganizes and consolidates the list of 13 state holidays, removing duplicative language while maintaining all existing holidays including New Year's Day, Martin Luther King Jr.'s birthday, Memorial Day, Independence Day, Veterans' Day, and Christmas Day.

• Clarifies that Veterans' Day closures apply to state, county, and municipal offices, banks, and public K-12 schools; Memorial Day closures apply to public K-12 schools and all public two-year and four-year institutions of higher education.

• Authorizes the Superintendent of Banks to close banks on state and federal holidays and allows closure at noon on business days prior to Christmas and New Year's Day.

• Becomes effective January 1, 2023, following passage and gubernatorial approval.
