Authorizes the Alabama State Board of Pharmacy to serve disciplinary charges by personal service, registered or certified mail, or any recognized delivery or courier service to the address on file.

Changes the election of nondesignated board members to be conducted by a third party instead of a canvassing committee, with the third party responsible for tabulating ballots.

Requires the board to select a third party to conduct elections and deliver ballots and biographical sketches to licensed pharmacists by September 1, with completed ballots due by October 1.

Deletes the canvassing committee process and instead provides that the third party shall tabulate ballots, certify and audit results, and make results available to candidates and the nominating body upon request.

Takes effect on the first day of the third month following passage and approval by the Governor.
